What Is the Real Cost of Importing a Used Excavator from China?

Buying a used excavator from China can be a smart choice for contractors, dealers, and equipment rental companies. China has a large supply of used excavators.
However, many buyers make one common mistake: they only ask for the machine price.
In real international trade, the final cost of importing a used excavator is not only the excavator itself. You also need to consider inland transportation, port charges, sea freight, insurance, documents, customs clearance, import tax, and sometimes local delivery. This article explains the main cost items clearly, so you can understand the real budget before buying.

1. Machine Price: EXW, FOB or CIF?

The first cost is the machine price. When you receive a quotation, you need to check which trade term is used.
EXW price means the machine price at the supplier’s yard or warehouse in China. It usually does not include transportation to the port, loading, customs declaration, or sea freight.
FOB price usually means the supplier is responsible for delivering the machine to the Chinese port and completing export customs procedures. The buyer is responsible for sea freight and destination costs.
CIF price usually includes machine price, sea freight, and insurance to the destination port. But it does not usually include import duty, customs clearance, destination port charges, or local delivery in the buyer’s country.

For new importers, CIF is often easier to understand. For experienced importers, FOB may offer more control over shipping. EXW, FOB and CIF all divide costs and risks differently, so buyers should confirm the exact responsibilities before payment.

2. Inland Transportation in China

After the machine is confirmed, it needs to be transported from the equipment yard to the loading port. The inland transport cost depends on:

  • Machine size and weight
  • Distance to the port
  • Whether a flatbed truck is needed
  • Whether the boom, arm, bucket or counterweight needs to be removed
  • Loading and unloading conditions
3. Sea Freight

Sea freight is one of the most important costs. The shipping method depends on the excavator size:

  • Small excavators may be shipped by container, such as 20GP or 40HQ.
  • Medium excavators may need 40OT, flat rack, or partial disassembly.
  • Large excavators usually require Ro-Ro, flat rack, or break bulk shipping.

Sea freight changes often. It depends on the destination port, shipping season, fuel costs, vessel space, and container availability. For heavy equipment, buyers should not only ask for the cheapest freight. They should also confirm whether the machine size can be accepted, whether the shipping method is safe, and whether destination port extra charges may apply.

4. Port Charges and Loading Cost

Besides sea freight, there are also port-related costs in China. These may include:

  • Terminal handling charge
  • Warehouse or yard fee
  • Customs declaration fee
  • Document fee
  • Loading fee
  • Lashing and securing fee
5. Insurance

For international shipping, insurance is highly recommended.Used excavators are high-value machines. During transportation, there may be risks such as collision, loading damage, weather impact, or port handling damage.Insurance cost is usually not very high compared with the machine value, but it gives the buyer more protection.

6. Destination Port Charges and Customs Clearance

Many first-time buyers forget this part. When the excavator arrives at the destination port, the buyer usually needs to pay local destination charges. These may include port handling, storage, customs clearance, inspection, import duty, VAT or GST, and local agent fees. These charges are different in every country.
Before purchasing, the buyer should confirm with a local customs broker:

  • Can this used excavator be imported?
  • What documents are required?
  • What is the import duty and tax rate?
  • Are there emission standard requirements?
  • Is pre-shipment inspection required?
  • Are there restrictions on used construction machinery?
7. Possible Repair or Preparation Cost

Some used excavators are original paint machines. Some are repainted. Some may need maintenance before shipment.Buyers should understand the real machine condition before making a decision.Possible preparation costs include:

  • Repainting
  • Replacing filters
  • Repairing oil leaks
  • Replacing worn parts
  • Changing bucket teeth
  • Replacing damaged panels

A low price is not always the best choice. The real value depends on the engine, hydraulic system, undercarriage, working condition, and after-sales support.

Example: How to Estimate the Total Cost?

A simple cost structure may look like this:Total Import Cost = Machine Price + Inland Transport + Port Charges + Sea Freight + Insurance + Destination Charges + Customs Duty + Local DeliveryFor example, if a buyer receives only an EXW price, this is not the final import cost. They still need to add transport from the yard to the port, export handling, sea freight, insurance, and all local costs after arrival. This is why two machines with the same EXW price may have very different final costs in different countries.
